Simple Animation

I have done a couple of short animated films that have been put together by other people.
Unfortunately they have moved away so have to do it myself.
I don't have a capture card or anything else like that and no editing programs of any kind, but want to be able to play cells at varying frames per second. I checked out blender but it will take forever to understand when what I want to do is very simple. Can anyone tell me of a cheap and easy program I can use. I've got cells scanned onto my computer but no way to put them all together.

Adobe Premier. This is a very well known editing program. What you want to do would be done very easily using Adobe Premier. You can get it for free from the net like everyone does. Good luck.
